2009 TUZOS CHALLENGE
1. All games will be played under FIFA
rules as modified by US Youth Soccer/AYSA unless otherwise stated
in the rules. The Tournament Committee
will settle all rules disputes and their decision is final. No protest or appeals will be accepted.
2. Only verified
players who are registered with US Youth Soccer or other US Soccer recognized organizations
may participate in the Tournament. All
teams may use a maximum of FIVE (5) loan players. Coaches/managers must present the appropriate
signed Loan Player Authorization Form at check in. No team shall have more than 18 players on
their Tournament Roster. If a player is dual rostered
to another team playing in this tournament, the player can only play for 1 team
during the tournament.
3. Teams should
arrive at the field location at least 1 hour prior to game time. Coaches/managers must check in at Tournament
Headquarters at least 30 minutes prior to the game. Field Marshals will check player cards and
laminated roster. NO PLAYER PASS……NO PLAY! A
team must have 7 players available at the start of the game to avoid a forfeit.
Game time is forfeit time. In the case
of a forfeit, the winning team shall be awarded a 1 – 0 score and the points
that go with that score.
4. Home teams
(listed first for each game) and their respective fans will occupy the North or
East side of the playing field. Visiting
teams will occupy the South or West side of the field. Shin guards
are mandatory for all players in all games and will be checked by the Field
Marshals prior to each game.
5. Home team must
change jerseys in case of a color conflict.
6. Team standings
will be determined using the following criteria:
a. A win is six (6) points
b. A tie is three (3) points
c. A loss is zero (0) points
d. One (1) point
for each goal, up to a maximum of three (3) for each team, regardless of a win,
loss or tie.
e. One (1) point for a shutout (win only)
f. One
(1) point will be deducted for each red card or two yellow cards issued to the
same player/coach in
the same game.
g. No
team shall receive more than ten (10) points per game.
7. In the event two or more teams are tied in points at the end of
the bracket play, the following tie breaker will apply.
a. head to head competition.
b. least goals allowed.
c. goal differential (total goals for
minus total goals allowed)
d. kicks from the penalty mark.
8. Substitutions will be allowed, with the
permission of the Referee as follows:
a. prior to either teams goal kick,
b. prior to a throw-in; in your favor,
c. After a goal is scored,
d. half-time,
e. for a seriously injured player,
f. for a cautioned player only.
9. Cautions/Ejections
a. A
player or coach receiving a red card or two yellow cards in the same game will
be sent off from the game, may not be replaced, and, at a minimum, will be
disqualified from the next game. In the
event that a player is sent off for fighting, that player or coach will not be
permitted to play in the remainder of the tournament.
b. Any
coach receiving a red card will be sent off and must leave the vicinity of the
field. If the same coach
receives a subsequent red card during the tournament, he/she will not be allowed
to participate further during the tournament.
c. If
a player/coach receives a ejection in the final match,
the player/coach card will be sent the AYSA office for resolution by
the AYSA Discipline Committee.
d. Coaches
are responsible for the conduct of their respective fans and spectators.
10. Game time will be as follows:

Penalty kicks will be used to decide
semi/championship games ONLY where a team will advance to the next game. Coaches are reminded to be prepared to start
games on time.
11. AWARDS:
A team trophy and medals (each player) will be given to teams that
finish 1st & 2nd for each age group.
12. In
the event of inclement weather, the Tournament Committee reserves the right to
modify all Tournament Rules in order to safely and fairly complete the
tournament. The Tournament Committee
will make their decision on what is best considering the health and safety of
the players, but will also take into consideration the need
to prevent destruction of the fields and facilities.
Option
A: Cut halves by 10 minutes, no warmup on fields or in goal areas.
Option
B: Play 10 minute halves.
Option
C: Penalty Kicks Only
13. Coaches will be responsible for periodic
checks at Tournament Headquarters for any late schedule changes and modifications
to the tournament.
14. In the event
any controversy or dispute arises during the tournament that is not
specifically addressed in these rules and regulations, the Tournament Committee
will access such situation and issue a decision consistent with the intent and
spirit of these rules and regulations. The
Committee’s decision is final.
15. In the age groups with 9 or 12 teams, the
wildcard team will be decided by the point totals of the 2nd place
teams in each bracket. The listed tie
breaker criteria will be used.
16. Under no circumstances will alcoholic beverages be permitted at
any of the fields or venues used by the tournament. In addition, glass containers will not be
permitted. Since there will be so many
young players and spectators, it would be appreciated if pets would be left at
home.
17. Teams/Coaches are advised that they are
responsible for the conduct of players, coaches, parents & spectators
associated with their teams. Failure to
control the emotions outbursts could result in removal of the teams from
competition. Individuals may also be
asked to leave the facility.
